One-Day Restorative Justice Seminar to be Held at UND

A one-day seminar on Restorative Justice will be held on April 6, 2006 in the Memorial Union Ballroom at the University of North Dakota. The program has been approved for 6.25 Continuing Legal Education credits including one hour of ethics. Cost for the program is $65.

The seminar features a series of panel discussions and a keynote address by Chief Judge Don Owen Costello. Costello is Chief Judge of the Coquille Indian Tribal Court and Chief Judge of the Tribal Court of the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians. Other featured speakers include experts from the UND campus, state and region.

Program registration and check-in is April 6, 2006 from 7:30 – 8:00 a.m. on the 2nd floor of the UND Memorial Union with the first lecture beginning at 8:00 a.m. The Restorative Justice program is part of the 37th Annual UNDIA Time-Out week activities

Restorative justice engages individuals, organizations and communities in adopting values and principles to make peace in a court setting. Local governments and Tribal communities in North Dakota and throughout the nation are challenging traditional western approaches to eradicate crime using typical punishment methodologies resulting in a high cost to individuals and society. Restorative Justice is being considered as a viable alternative for working with families, adults and youth versus being subjected to a typical penal court system. This is the first seminar on Restorative Justice held in North Dakota.

More about the speakers

Bruce Bohlman, JD, is an adjunct professor of law at the UND School of Law. He also serves as surrogate judge. For 17 years, Mr. Bohlman was a Judge of the District Court in Grand Forks County and practiced law 18 years before becoming judge in 1987. Bohlman is a graduate of the University of North Dakota School of Law.

James Botsford, JD, is the Director of the Indian Law Office of Wisconsin Judicare in Wausau. He has practiced exclusively in the area of Indian law since 1984. Mr. Botsford serves as an Associate Justice of the Supreme Court of the Winnebago Tribe of Nebraska. Botsford received his undergraduate degree from University of North Dakota, his M.A. from Syracuse University (both in the area of world religions), and his law degree from UND.

Don Owen Costello is Chief Judge of the Coquille Indian Tribal Court and Chief Judge of the Tribal Court of the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians.

Shirley M. Cain, JD, is an attorney with Project Peacemaker through the Turtle Mountain Community College in Belcourt, North Dakota. Project Peacemaker is a pre-law program designed to train Tribal Legal Advocates and prepare students to enter law school. She obtained her Juris Doctor from the William Mitchell College of Law in St. Paul, Minnesota.

Deb Davis, MS, LAC, is the Clinical Director for the Center for Adolescent Treatment Services at Northeast Human Service Center in Grand Forks, North Dakota. She is also supervisor of adolescent alcohol and drug services and treatment provider for the Juvenile Drug Court program for GFKS.

Jodi A. Gillette, MPA, is an enrolled member of the Standing Rock Sioux Tribe. Sheearned her B.A. degree in government from Dartmouth and a Masters of PublicAffairs from the University of Minnesota Hubert H. Humphrey Institute of Public Affairs. Ms. Gillette is Director of the Native American Training Institute in Bismarck, North Dakota.

Thomasine Heitkamp, LICSW, is Chair of the Department of Social Work at the University of North Dakota. She has been employed as a faculty member at UND for the past 23 years serving primarily as an instructor of social work policy and community practice on both a graduate and undergraduate level.

Sally A. Holewa, MPA, is the North Dakota State Court Administrator. Ms. Holewa received her Masters in Public Administration from the University of North Dakota.Donovan May is a probation officer with the Turtle Mountain Adult Drug Court in Belcourt, North Dakota.

Janell Regimball, LPCC, is the Vice President of Youth Services for Lutheran Social Services of North Dakota. She has designed, implemented and maintained a variety of services for at-risk youth and their families.

Terra Smith, LPC, is the Restorative Justice Program Director for Lutheran Social Services of North Dakota.

Monique Vondall-Rieke, J.D, is Project Supervisor for the Rural/Reservation: Community Partners and Acting Chief Justice for the Turtle Mountain Court of Appeals. Ms. Vondall-Rieke holds an Associate of Arts in English from the Turtle Mountain Community College, a bachelors from the University of North Dakota, and her J.D. from the University of North Dakota School of Law.

Kevin Thompson, Ph.D, is a Professor of Criminal Justice and Department Head of the Criminal Justice and Political Science Department at North Dakota State University. Dr. Thompson's area of research in an outcome evaluation of North Dakota juvenile drug courts. Dr. Thompson received his doctoral degree from the University of Arizona in 1986.
